Peter Barca's Comprehensive  Education Agenda

Education

Peter Barca believes in high quality affordable education. Consequently, he would look at programs to improve education across the board. Beginning with looking at the successes within Head Start, he would determine as to what elements to expand and the possibility of an Early Start Program. In middle school, Peter would focus his efforts on addressing the drop out rate through intervention programs that might include mentoring, personal education planning, violence assessments, and parental involvement. Finally, Peter would look at offering more college opportunities to students of middle and low income families.

As a legislator Barca was well known for the following education initiatives:

·        Barca was known as the Champion for Special Education

·        He worked to fully fund Special Education to guarantee quality programs and take most of the funding burden off the taxpayers

·        Barca, along with Sen. Joe Andrea, passed the P5 Program.

·        Barca and Andrea fought to have Kenosha one of four funded communities for P5.

·        Barca led the effort to have standardized reading tests for elementary students to ensure their readings skills were strong.

·        Barca fought to reduce the burden of schools on the property taxes, through greater state support.

·        Barca as a private citizen helped to create a scholarship program for Hispanics to attend the University of Wisconsin.

·        Barca’s family created a private scholarship to honor their nephew Adam Gundlach- Excellence in Education.

Barca has an agenda to improve schools through…

·        Partnerships with business for apprenticeship programs

·        Strong state standards for achieving results in science and math

·        Attempt to increase state support beyond 2/3 to reduce the property tax burden

·        Enhance technology through partnerships with technology companies

·        Develop labor education programs

·        Tackle drop-outs through intervention programs that include mentoring, violence assessments, and parental involvement.

Provide greater access to college scholarships for middle and low income students through teaming up with Foundations, such as Kenosha’s Education Foundation Program.
